About the Company:

The company provides construction management to both the public and private sector specializing in public transit projects. They specialize in the oversight of General Contractors and Subcontractors and have been delivering complex projects with an emphasis on quality and safety while at the same time meeting budget and schedule goals.

About the Position:

We are seeking an experienced Cost Estimator to join our client’s team for the project. This individual will be responsible for delivering cost estimating services for rail and transit facilities under alternate delivery methods, including design-build and CM/GC projects. The successful candidate will work closely with contractors and stakeholders to provide accurate and timely estimates, ensuring that all project costs align with the planned budgets and schedules.

Key Responsibilities:

  • Develop cost estimates for rail and transit facilities, ensuring they meet the requirements of alternate delivery methods, including design-build and CM/GC.
  • Support the coordination of estimating formats and methodologies with the Contractor, evaluating risks, alternative phasing, means and methods, and cost models.
  • Review estimates from the Contractor, identify variances, and collaborate with the team to resolve discrepancies.
  • Provide reports and recommendations regarding contractor pricing, cost mitigation strategies, and risk management options.
  • Participate in negotiations with the Contractor for task orders, early work packages, and/or GMP/FFP contract pricing.
  • Assemble market indicators to maintain accurate estimating databases.
  • Assist in the evaluation of Contractor cost estimates.
  • Evaluate complex quotes, bids, price proposals, change orders, value engineering reports, and claims for accuracy and completeness of stated costs.

Requirements:

  • Education: Bachelor’s Degree in Engineering, Construction Management, or a related field, or equivalent work experience.
  • Experience:
    • Approximately 10 years of experience in cost estimating or contract pricing for heavy civil capital projects.
    • At least 5 years of experience reviewing contractor price and cost proposals, including contractor-style "bottoms-up" estimating for heavy bids.
  • Certifications: AACE Cost Engineer certification is desirable.
  • Skills:
    • Strong understanding of cost estimating processes and methodologies for rail and transit projects.
    • Excellent analytical skills with a keen eye for detail.
    • Ability to work collaboratively with contractors and internal teams.
    • Strong communication skills, both written and verbal.
    • Knowledge of industry standard estimating tools and software.
