About the Position:
The Project Controls Manager will be a key member of the team, responsible for overseeing and ensuring the successful execution of the project. This senior-level position involves developing, maintaining, and managing critical project control functions such as cost estimation, schedule development, risk management, and performance evaluation. The ideal candidate will possess a strong background in construction management, project controls, and stakeholder coordination, especially within the public sector.
Key Responsibilities:
- Develop, maintain, and update the Integrated Master Schedule for the ESP2 project.
- Create and manage the cost estimate for the project in alignment with FTA Standard Cost Categories.
- Lead document management, risk management, and change management processes throughout the project lifecycle.
- Establish performance management metrics and evaluate earned value, reporting on consultant and contractor performance.
- Review contract modifications and conduct time impact analysis.
- Coordinate with field staff to verify physical percent complete.
- Prepare Monthly Progress Reports, Executive Presentations, and Status Reports.
- Manage contractor invoicing to ensure timely payment and resolution of pay applications.
- Develop and maintain the Project Management Plan (PMP) and related subplans.
Requirements:
- Education: Bachelor's Degree in Construction Management (Master's Degree in Construction Management is a plus).
- Experience:
- A minimum of 15 years’ experience in managing cost, schedule, risk, and change activities for large, complex projects.
- At least 5 years of experience in a lead or senior-level role managing multiple or heavy civil projects.
- Certifications:
- Certification as a Cost Engineer, PMP, or PSP is desirable.

- Proficiency in project control software and document management systems.
- Strong analytical and problem-solving abilities.
